The Union Cabinet in its meeting held on 28.09.2016, inter-alia, approved closure of the company offering VRS/VSS to all its employees, disposal of assets, etc. Accordingly, all employees of the company were released on 31.01.2017 after payment of compensation sanctioned by the Union Cabinet. The appropriate government authority has granted permission for closure of the company u/s. 25(O) of Industrial Disputes Act, 1947. The pending closure activities of the Company were carried out by a team of consultants who were mostly former employees. From time to time the Company terminated engagement of many consultants due to rationalization of manpower carried out on completion of respective closure work allotted to them. Subsequently, all contractual and outsourced consultants engaged by the Company at it’s different establishments and locations were also released from the Company on 31.03.2021. Currently there is no business activity in the Company and HCL is trying to complete the formalities for liquidation / winding up as directed by the Union Cabinet. HCL is now closed and in a non-operating stage with no plant, machinery, employee or contractual functionary. 2 The powers and duties of its officers and employees.
